Those are spurs used to make the horse follow commands.

You’re talking about spurs. Some spurs were more humane than others. Some cowboys liked to hear the noise they made with their spurs when they walked in town, so they attached little bits of metal called jinglebobs.

They are called spurs and they are used to control and direct the horse.

They are not only used for directing the Horse, they are also used in Rodeo’s, to make the Horse buck harder, thus giving the cowboy a better score. They “rake” the Horse’s ribs with the Spurs, to make it jump. If you ever watch a Cowboy ride a Bronco in the Rodeo. Watch his feet as he rides. He will run his spurs on the Horse, and he will get points for it.

Spurs were introduced by European knights to enable them to control their horses with their feet, freeing their hands to use shield and sword/lance for combat. Cowboys used it to lasso or shoot from horseback.
